It's likely that some content will be included in the DLC, but the fundamental Imperial government features will be part of a free patch, as with T&T and previous DLCs. It's very likely that other "Imperial" governments like the HRE and Persia may receive unique changes or overhauls for their governments as well. The developers have directly said that when the ERE gets a DLC, it will receive a major DLC rather than a flavor pack, and they've said that whenever they get around to imperial play, they can guarantee you two things: tweak or overhaul dissolution factions, and not importing Holy Fury's imperial gameplay style, and will be doing something more involved.
